Practical utility transfer after purchase
At handover: photograph and record the electricity, water and gas meter numbers and final readings, the existing subscriber/account reference, any visible seal/status, and the handover date. Keep these with the signed property handover record.
Close the old position: do not assume title transfer closes the former utility contract. Ask for the previous subscriber’s termination/final-account evidence where available and check whether a balance or deposit issue remains with the provider.
Open the new account: use the relevant provider or official e-Devlet service. e-Devlet currently provides an İGDAŞ subscription-contract application for Istanbul gas and an individual subscription application for CK Boğaziçi electricity. Water service should be handled through the competent water authority/e-Devlet service available for the address.
Documents and deposits: use the current service screen for the exact identity, address/property, DASK where requested, deposit and activation requirements because these can change. Preserve the application/reference number and payment/deposit receipt.
Final control: confirm that each account is active in the new subscriber’s name and reconcile the first bill with the handover reading. Electricity, water and gas should be checked separately.
Start utility transfer from the physical handover, not just the title date
After purchase, electricity, water and gas transfer needs more than the statement “the Tapu is complete.” Prepare the new title document or accepted ownership evidence, identity document, correct national address and existing meter/subscriber references. Take dated photographs of meter readings at handover. That reading separates seller-period consumption from buyer-period consumption and is valuable if a late bill appears.
Electricity, water and gas providers vary by location in Türkiye. e-Devlet lists services for many electricity and water companies, including subscription and termination functions. Identify the provider actually responsible for the address rather than following a generic commercial link. Natural gas also follows the regional distributor and its safety/connection requirements.
Reconcile electricity, DASK and the official address
DASK status can be checked in certain electricity-subscription processes, so confirm that the compulsory policy is current and its address reconciles with the address used for the application. A door or unit-number mismatch can delay transfer. Do not select a similar address merely to pass an online form if the official record needs correction.
Ask the provider about deposits/teminat, connection charges and how the previous subscriber's deposit is returned. A seller's security deposit should not be assumed to transfer to the buyer. Preserve each deposit receipt, application number and service-start date.
Water, gas and centrally billed services need different handling
For water, record the meter number and handover reading and clarify the process for closing the previous subscriber's account. In some complexes water or heating is centrally billed through the yönetim rather than an individual utility account. In that case obtain the management reconciliation and unit-level reading instead of trying to create a non-existent direct subscription.
For natural gas, do not activate or alter equipment through an unofficial method. The regional distributor sets the contract, safety/installation check and deposit requirements. With central systems, document the unit allocation and any pay-ölçer reading in the handover record.
Do not inherit the seller's account informally
The prior owner's responsibility should end or be transferred through a clear provider process. Leaving an account in the seller's name for months can produce unpaid bills and deposit disputes. Keep evidence of a seller termination request where supplied, but do not treat it as a substitute for establishing the new account in the correct user's name.
For rented property, document whether the tenant or owner will hold each subscription according to the service and lease arrangement. At tenant change, repeat and preserve meter readings so two occupancy periods do not merge.
Close the task only after the new service is evidenced
An online application alone is not completion. For each utility retain the application reference, new subscriber, meter number, opening reading, deposit, activation date and first invoice when issued. Compare that first invoice with the recorded handover reading to detect a wrong meter or unit early.
If transfer fails because the address or meter is inconsistent, do not create an account using inaccurate data as a workaround. Correct the record with the provider or responsible authority. A good transfer file proves the exact point at which the buyer took responsibility without inheriting the seller's consumption or identity data.
