Foreign-buyer tax numbers in Türkiye: an administrative identifier, not proof of residence or ownership
Many foreign nationals need a Turkish tax identifier or Potansiyel Vergi Kimlik Numarası when dealing with Turkish institutions without an active foreigner identity number in the relevant system. The number appears in tax, banking and real-estate processes, but it does not grant residence, confer citizenship or prove ownership of property. Its main function is administrative identification: it allows the Revenue Administration and connected processes to associate transactions with one person.
First check whether you already have a Yabancı Kimlik Numarası
A foreign national who already has a Turkish foreigner identity number, or YKN, may use that identifier in many systems rather than creating an unnecessary second potential tax number. TKGM’s foreign-buyer guidance notes that foreigner identity information is checked first and that a tax number can be used in the land-registry process where the relevant identity result cannot be obtained. Avoid creating multiple identifiers without first establishing what already exists for the person.
GİB provides an official online potential-tax-number application
The Revenue Administration’s Dijital Vergi Dairesi currently provides a “Potential Tax Number Application for Foreigners”. The official form requests identifying data such as name and surname, gender, foreigner identity number where applicable, date and place of birth, parents’ names, country, passport number, passport issue and expiry dates, mobile number and address. Enter the information consistently with the official passport and identity records.
Use the official service instead of an unnecessary intermediary
Because GİB provides the application directly, a buyer does not need to send passport details to an unknown website charging a large “tax number service” fee. A lawyer or adviser may assist with a broader transaction, but the identifier itself comes from the competent tax administration. Passport information, phone number and address are sensitive enough that they should not be uploaded to unverified sites simply for convenience.
Match the passport name carefully
Use the passport spelling and order as consistently as possible. A small difference in surname, transliteration or additional given names can later create friction when a bank, land registry or other institution tries to match the tax number to the passport. Where the original script is non-Latin, the official Latin-script passport entry is usually the practical reference. If an error is discovered, seek correction rather than immediately generating another number.
Keep the tax-number document secure
After the number is obtained, keep a clear copy in the transaction file. Do not post it in public messaging groups or send it to every broker who asks. The tax number is not a password, but combined with passport and contact details it can increase identity-misuse risk. Share it only with institutions and professionals who need it for a defined step.
A tax number does not complete the property-purchase requirements
Having the identifier does not replace the other documents needed in a property purchase. TKGM’s current foreign-buyer information lists property title/details, passport or national identity evidence, municipal property value, DASK for buildings, representation documents where a POA is used, and transaction-specific banking or DAB requirements. Citizenship-related acquisitions have additional valuation and payment evidence. The tax number is only one element of procedural identity.
Banks may use the identifier in their own onboarding process
Opening an account or making property-related transfers may involve the tax number or YKN alongside the bank’s own identity, address and source-of-funds checks. Obtaining the tax number does not guarantee that a bank will open an account or accept a particular payment structure. Be prepared to provide passport, address and transaction/source-of-funds documents requested by the bank under its compliance procedures.
Do not confuse a potential tax number with full tax registration
Receiving a Potansiyel Vergi Kimlik Numarası for identification does not automatically mean the person has become registered for every Turkish tax or must file every kind of tax return. Tax obligations arise from the relevant income, activity, ownership or transaction rules. A foreign owner who later rents, sells or operates a business should assess those obligations separately rather than assuming the original identifier solved the tax analysis.
Use one consistent identifier throughout the transaction
Where it is the correct identifier for the person, use the same number consistently across bank, land-registry, tax and transaction files. Duplicate numbers and inconsistent name spellings can slow matching. Before the title appointment, verify that the number printed on forms belongs to the actual buyer and that passport information was not copied from another person’s file.
If the online application fails, use an official alternative
An application can fail because of passport-data formatting, an existing number or a technical problem. Do not try to solve the issue by inventing different identity information. Contact GİB or the relevant tax office through the official route and present the required documents. Older administrative guidance also describes in-person potential-number procedures for foreigners, but buyers should follow the current GİB channel and requirements in force at the time of application.
Keep the identifier in the post-purchase owner file
Store the tax number with title records, utility contracts, bank evidence, DASK and tax/purchase documents. A consistent identity reference is useful if the property is later rented or sold. The foreign-buyer tax number is a simple but important administrative tool: obtain it from the official source, match passport data accurately, avoid duplicate identifiers and do not mistake it for a substitute for the legal and financial checks that complete the property transaction.
