In Turkey, teşvik means much more than a cash grant. It may refer to tax or customs relief, financing support, social-security contributions, investment land, R&D support, green-transformation funding, rural development programs or European instruments. A disciplined investor therefore designs the project first and then matches it with the right incentive instead of building a project around an advertisement for support.
How to read incentives in 2026
The modern incentive landscape combines development, sectoral and regional mechanisms with strategic or project-based support, R&D and design incentives, free zones and specialized programs. The value of any incentive becomes clear only after the activity, location, technology, investment size and eligible expenditure are matched to the current rules.
Six types that should not be confused
- Grant: a non-repayable contribution to eligible expenditure, subject to conditions.
- Exemption or reduction: lower tax, customs or regulatory cost.
- Subsidized finance: a loan or contribution to financing cost, not free cash.
- R&D support: tied to a technical program, measurable outputs and eligible development work.
- European support: usually accessed through calls, partnerships or financial institutions with specific eligibility rules.
- Urban transformation: support linked to a qualifying building, rights holders and legal eligibility rather than a general subsidy for every property buyer.
Sector map
Manufacturing can intersect with investment incentives, KOSGEB, TÜBİTAK and green-transformation programs. Agriculture and food may also intersect with TKDK/IPARD and KKYDP. Technology and education can use research, innovation and European skills routes. Conventional property investment must be separated from building-specific urban-renewal support.
Measure the effect correctly
Build a feasibility case before incentives, then add only support for which realistic eligibility evidence exists. If a project works only when the maximum possible subsidy is assumed, its economics are fragile. Support should improve a sound project, not conceal a weak one.
When location matters more than sector
Organized industrial zones, free zones, technology-development zones and regional differences can change infrastructure access, labor, logistics, export economics and eligible support. “Food factory” is not enough: province, zone, land type, energy and logistics must be specified.
From research to execution
- Define product, customer and production capacity.
- Choose city, site and legal entity.
- Separate CapEx, OpEx and potentially eligible expenditure.
- Match the project against current official programs.
- Model feasibility before and after support.
- Collect quotations, permits and documentation.
- Do not sign a financial commitment based only on the possibility of support.

- Is the applicant legally eligible?
- Are activity and location in scope?
- Was expenditure incurred before eligibility?
- Is the support a grant, loan, exemption or financing contribution?
- Is own contribution or collateral required?
