Turkey’s participation in European programs does not mean every company receives a grant. Each program has its own objectives, applicant types, calls, budgets, partnerships and documentation. The first task is to identify the type of program before searching for a funding amount.
Horizon Europe: research, innovation and consortia
Türkiye is an associated country in Horizon Europe. Eligible Turkish entities can participate in a broad range of research and innovation calls under the rules of each topic. Strong proposals start from a genuine European research or innovation challenge and suitable partners, not by relabeling an ordinary commercial project as R&D.
Digital Europe: deploying digital capacity
Digital Europe focuses on building and deploying capabilities such as AI, data, digital skills and cybersecurity through defined calls. Country, organization and topic eligibility must be checked call by call.
Erasmus+: education and skills
Erasmus+ is not limited to student exchange. It includes vocational, school, higher, adult and youth education, mobility and partnerships. For an education investor, its strategic value may lie in skills partnerships, curriculum development and internationalization rather than financing real estate. The 2026 program guide and call are published by Türkiye’s National Agency; several 2026 accreditation deadlines fall on 29 September 2026, while other actions closed earlier in the year.
IPA III and EFSD+: distinguish institutional finance from direct grants
Part of EU support works through investment frameworks and accredited financial institutions and may target connectivity, green transition, SMEs, agriculture, cities, finance and human capital. This is different from a direct grant portal open to every company.
How to search for a European opportunity
- Define the legal entity, country and partners.
- Express the project as a measurable problem and set of outcomes.
- Select program, then call, then topic.
- Read eligibility, budget and co-financing rules.
- Build a consortium when required.
- Link each budget item to a work package and indicator.
- Keep a commercial plan that does not depend entirely on funding.

- Is a consortium required?
- Is the support a direct grant or a financial instrument?
- Can the organization manage reporting, procurement and audit requirements?
- Can the project continue after support ends?
