Earthquake resilience and urban transformation are not ordinary property subsidies. They are building- and rights-based processes that combine engineering, title rights, planning, permits, financing and implementation risk. Investors should separate the economic opportunity from legal eligibility.
What is Yarısı Bizden?
Istanbul’s Yarısı Bizden campaign supports eligible risky-building transformation. An official February 2026 update states that the campaign runs until 31 December 2026 and that homes and workplaces declared risky under Law No. 6306 by that date can benefit subject to the program rules. The Ministry states support of TRY 875,000 grant + TRY 875,000 loan + TRY 125,000 evacuation assistance per eligible residence under the current framework. These figures and conditions must still be checked against the current legal text before commitment.
Where is the investment opportunity?
Demand exists across structural assessment, design, strengthening, demolition/rebuild, project management, financing, construction, materials and compliant redevelopment. But a large technical need does not automatically create a profitable project.
Risks not visible in a support advertisement
- Ownership disagreements and rights-holder consent.
- Zoning and buildable-area limitations.
- Unexpected structural or ground conditions.
- Temporary relocation and schedule risk.
- Construction inflation and financing cost.
- Contractor capability, guarantees and completion risk.
Build the feasibility correctly
Start with current legal rights, independent-unit count, buildable area, demolition and construction cost, financing, taxes/fees, temporary housing, schedule and post-renewal value. Add public support only after eligibility is documented.
Strengthen or demolish and rebuild?
The answer is engineering- and regulation-specific. Strengthening may be economically superior in some buildings, while rebuilding may be necessary or create better long-term utility in others. A qualified structural assessment is required.
