Agriculture is not simply buying land and producing a crop. The value chain can include production, grading, packing, cooling, storage, drying, processing, transport, retail and export. Each stage has different economics and may qualify for a different support route.
IPARD III and current calls
TKDK’s IPARD III program includes measures for physical agricultural investment, processing and marketing, diversification and business development. In 2026 TKDK continued publishing call rounds and implementation updates. The 12th call for M1 agricultural holdings had its online-entry period extended to 31 August 2026, while results and ranking processes for other 2026 rounds continued into September. The practical rule is simple: use the exact current call document, eligible provinces, activity list and expenditure rules rather than relying on a general program announcement.
KKYDP: rural development and value-chain investment
The Ministry of Agriculture and Forestry’s rural-investment program is an important route for eligible agricultural, processing, packaging and storage projects. Check the current implementation notice for project ceilings, eligible cost categories, province, contribution rate and timetable.
Where value can be higher
- Cold chain for highly perishable fruit and vegetables.
- Grading and packing to retail or export specifications.
- Drying, freezing or freeze-drying to raise value per kilogram.
- Controlled-atmosphere storage for suitable products.
- Turning agricultural residues into products, feed, fertilizer or energy.
- Rural tourism only where location and demand can support occupancy.
Land is not enough
Before investing, test water, soil, usage rights, frost/heat risk, seasonal labor, market proximity, electricity, road capacity and real buyers. Many projects fail because the calculation stops at production instead of continuing through sale and collection.
Farm-to-customer decision model
Model production tonnes, loss rate, sellable grade, selling price by grade, packing, cooling, logistics and commission. Only then can the economic impact of a grant or subsidy be measured correctly.
Decision checklist
- Are the province and activity eligible in the current call?
- Is the land/property legally acceptable?
- Are water and energy sufficient?
- Is there a buyer or sales channel?
- Is CapEx backed by quotations?
- Does working capital cover seasonality?
- Does the project remain viable without maximum support?
