Türkiye offers several legal residence routes for foreign investors, but “investor residence” should not be treated as one automatic permit. A foreigner who owns qualifying residential property, establishes business connections, or falls within the special investment category can have a different legal basis, document set and maximum permit period. The 2026 decision should therefore start with the legal ground of residence—not with a marketing label.
What counts as investor residence in Türkiye?
Short-term residence covers several grounds under Law No. 6458. Foreigners who own residential property or intend to establish a business or commercial connection may apply under the relevant short-term category. A separate investment ground exists for foreigners investing within the scope and amount determined by the competent authorities; this special category may be issued for up to five years and can include the foreign spouse and minor or dependent children under the applicable rules.
How long can the permit be issued?
As a general rule, many short-term residence permits are issued for up to two years at a time. The special investment category can be issued for up to five years. “Up to” is important: the actual duration is an administrative decision based on the legal ground, supporting evidence and the applicant’s file.
Investment thresholds used for the special route
Current official guidance lists, among the qualifying routes, at least USD 500,000 in fixed capital; qualifying real estate of at least USD 400,000 with the required three-year restriction; creation of at least 50 jobs; a USD 500,000 bank deposit held for at least three years; USD 500,000 in government bonds; USD 500,000 in qualifying real-estate or venture-capital fund units; or the qualifying private-pension contribution. Each route has its own attesting authority and evidence requirements.
Core documents
The file normally begins through the e-residence system and may include the application form, passport/travel document, biometric photographs, proof of financial means, fee receipts, valid health insurance, address evidence and documents supporting the stated residence ground. Property, business or special-investment applications require additional documents appropriate to that basis.
Residence is not a work permit
Residence, ownership, company participation and employment are legally distinct. A residence permit does not by itself grant a foreigner the right to work as an employee. Work authorization must be assessed separately, while a valid work permit can itself provide a lawful basis for stay during its validity.
What incentives can an investor receive?
Investment incentives are not benefits attached automatically to an investor residence card. Eligibility depends on the project, sector, location, scale, expenditure type and incentive programme. Available instruments can include VAT or customs exemptions, corporate-tax reductions, social-security support, interest or financing support, land allocation, infrastructure or energy support, and R&D/design incentives when the relevant programme conditions are met.
Does five years of residence equal citizenship?
No. General naturalisation under Law No. 5901 includes, among other conditions, five years of uninterrupted residence before the application, legal capacity, evidence of an intention to settle, public-health and good-character requirements, sufficient Turkish, adequate income or profession, and no national-security or public-order obstacle. Meeting the listed conditions enables an application; it does not create an automatic right to citizenship.
General naturalisation versus exceptional citizenship by investment
These are two different routes. An investor who resides lawfully and meets the general conditions may apply after the required residence period. By contrast, a foreigner who satisfies one of the qualifying investment thresholds may enter the exceptional citizenship framework without waiting five years, subject to official verification, security review and the competent decision.
How to choose the right route
Define the objective first: operating an investment while residing legally, long-term settlement, or citizenship as a core outcome. Then map the residence basis, investment structure, work status, family position, tax exposure, incentives and exit restrictions. This prevents a real-estate purchase or company formation from being sold as a legal result it does not automatically produce.
