Exception Register — Rental Income Tax
The register is not a tax calculation
An exception register is a control tool for situations in which the information required to calculate rental-income tax does not reconcile, or evidence is missing, stale or contradictory. Its purpose is to keep uncertainty visible until it is resolved. It does not replace a tax return and it should not be used to justify an approximate number. Instead, it identifies exactly what prevents reliance on the current calculation, who owns the issue and what evidence will close it.
What belongs in the exception register?
Examples include a lease amount that differs from bank collections; unexplained unpaid months; an advance payment whose income year is unclear; a mid-year ownership change without an income split; an exemption copied from the wrong year; uncertainty over residential versus workplace use; or reliance on an old summary rather than current GİB guidance. Missing evidence of withholding or of an expense claimed in the calculation is also a proper exception.
Write each exception as a testable fact
Avoid statements such as “there is a tax issue.” Write the discrepancy precisely: “The 2025 lease states TRY 25,000 per month, but identified bank collections total TRY 275,000 and one month is unexplained.” Then state the consequence: the difference may alter gross income, an exemption test or the expense base. A testable description allows the next reviewer to continue the work without recreating the entire file.
Attach the correct year and income type
A tax exception without a year quickly becomes misleading. Record the tax year, the rental type and the relevant owner or taxpayer. If several people co-own the property, do not combine their personal tax exceptions into one line. Where ownership changed, separate seller-period facts from buyer-period facts. The same apartment does not make two taxpayers or two tax years interchangeable.
Assign an owner and closure evidence
Each item needs at least an issue owner, required evidence and target date. The owner may be the landlord, accountant, tax adviser or transaction team. Closure evidence may be a complete bank statement, lease amendment, withholding certificate, expense invoice or an official GİB clarification. Do not close a material numeric issue with “confirmed by phone” where documentary evidence can reasonably be obtained.
Classify the transaction consequence
Not every exception carries the same weight. Classify whether it is informational, changes net yield, creates potential tax exposure, or prevents release of a contractual payment or final investment approval. A small immaterial discrepancy can be documented and accepted deliberately. A difference capable of materially changing the tax estimate or investment return should remain visible and unresolved until evidence supports a conclusion.
Use the right official source for the right question
If the exception concerns a threshold, exemption or tax rule, attach the controlling source: the Income Tax Law, the relevant GİB annual guide or the official service that addresses the question. Preserve the access date because annual figures change. If the exception is factual, such as whether rent was actually paid, the controlling evidence may be the bank or contract rather than a tax website. Legal authority cannot prove a payment that never appears in the financial record.
Preserve exception history
When an item is resolved, do not delete it. Mark it closed, add the closure date, identify the final evidence and state which calculation or decision was updated. If later evidence reopens the question, create a new version or a reopened status. This history matters in a future sale, tax review or investment-model update because it explains why a tax number changed between two versions.
Quality standard
A good exception register lets a person who did not participate in the transaction see immediately what differed, why it mattered, who owned the correction, what evidence closed it and which downstream calculation changed. If discrepancies survive only in private notes or chat messages, the file is not auditable even when the final number happens to look reasonable.
