Change Control — Maintenance reserve
Change control
A maintenance-reserve change is not adequately documented by showing only a higher or lower balance. Link each adjustment to the owners’ decision, management plan or maintenance contract that explains the need, then compare the balance before and after the change with open commitments and expected invoices. If an expense is reclassified from operating costs to the reserve, or the reverse, record that reclassification explicitly so the reported reserve is not mistaken for cash that is genuinely available for future capital work.
When a maintenance-reserve plan changes, four figures should be kept separate: the amount approved by the owners, the amount actually collected, the amount already committed under contracts or work orders, and the cash still available after those commitments. If the cost of a lift, façade, waterproofing or structural-repair project rises, the reserve update should identify the reason, the revised quotation or contract, the decision taken by the competent body under the condominium-management structure, and how the increase will be funded—existing cash, an additional collection or rescheduling another project. A reduction or postponement in scope also needs to be recorded; leaving the old reserve number unchanged after the project changes creates a misleading financial picture. There is no single percentage that can safely be treated as a legally sufficient reserve for every building. Adequacy depends on the management plan, owners’ decisions, age of common systems, approved works and actual commitments. Reviewers should reconcile the pre-change and post-change budget with decision minutes, bank balances and supplier invoices so the change, authority and effective date are traceable.
The change should also be traced to the unit being reviewed. If management approves an additional collection from owners, check the unit’s allocation share, the expense-allocation method, the due date and any prior credit or arrears on that unit. Those items can change the buyer’s actual cost even when the building’s total reserve budget stays unchanged.
The change log should also carry the decision reference and the related contract or quotation reference, allowing a reviewer to move directly from the approved increase or reduction to the financial document that caused it without searching disconnected files.
A reserve change needs traceable approval
If a maintenance reserve amount or purpose changes, the record should show whether the change comes from an owners’ decision, a revised budget, a capital-repair contract or an accounting correction. A special provision for a lift or roof should not be mixed with ordinary operating expense; keeping the old and new amount and the effective date makes the later unit statement explainable.
Evidence and decision plan for Change Control — Maintenance reserve
The due-diligence purpose of “Change Control — Maintenance reserve” is to keep material changes visible, versioned and reapproved before relying on an earlier conclusion. A reviewer should be able to trace every material conclusion to a current source and identify any assumption that has not yet become evidence.
Evidence to assemble
- For “Change Control — Maintenance reserve”, match the property and party identifiers in the evidence to the asset and people actually involved; a correct document for the wrong unit or person does not close the check.
- For “Change Control — Maintenance reserve”, record issuer, source, issue or retrieval date and version where available, then distinguish an original/current record from a scan, translation, draft, expired copy or superseded version.
- For “Change Control — Maintenance reserve”, compare documentary status with the physical, payment or operational reality relevant to the topic and write down every unexplained difference before commitment.
- For “Change Control — Maintenance reserve”, convert each unresolved difference into a named condition: evidence required, person responsible, deadline and the consequence if the condition is not satisfied.
Official reference to recheck
The source register for “Change Control — Maintenance reserve” includes UYAP — Kat Mülkiyeti Kanunu (Law No. 634) (https://mevzuat.adalet.gov.tr/mevzuat/103807). Use that source for the matters within its authority and recheck it when timing or rules are material; it does not replace a registry, engineering, tax, banking or contractual record that the specific decision separately requires.
Decision boundary
For “Change Control — Maintenance reserve”, a residual issue should remain open whenever its legal, technical, tax, payment or cost consequence cannot yet be measured. The file is ready only when that issue is closed or consciously accepted by the appropriate decision-maker.
Tracing changes in a maintenance reserve
Every new decision can change what the reserve balance means: approval of a project, a higher contribution, revised scope or emergency spending. Preserve a baseline budget and balance, then log the later change with its decision reference, new amount and effect on the unit being purchased. Earlier estimates should not disappear because the difference between versions explains why the risk changed.
If a project moves from routine maintenance to structural repair, do more than update the number. Reassess timing, owner liability and whether technical review is now needed. A financial change can also represent a change in the nature of the underlying property risk.
